Goals

Among the main objectives of the Commission are:

Carry out lobbying actions and meetings with the heads of contracting agencies and entities, contract supervision and parliamentary groups to convey the concerns and problems of the sector and try to recover the contracting volumes of previous years.

Carry out actions aimed at improving contracting conditions in public tenders. That in the Tender Documents it is reflected in the award criteria that the criteria related to quality must represent at least 51 percent of the assignable score in the evaluation of the offers, reducing the influence of the economic criteria.

Ensure that electronic auctions are not used in public contracts whose benefits are of an intellectual nature, such as engineering, consultancy and architecture services. Or promote speeding up the certification, billing and collection processes.

Ensure that the interests of associated companies are not harmed, claiming or challenging all administrative acts contrary to law.

Promote the elimination of situations of unjustifiable competition that are generated from any means through its Collaboration Agreements with Public Administrations. Increase the visibility of TECNIBERIA and its companies in the general, technical and professional information media of the civil sector, through the organization and participation in conferences of interest to the civil sector, articles in the written and online press,…

Promote contracting with the private sector.

Action plan 

  1. Analysis of the conditions of the sheets. Consult the relevant body on whether the economic formula used in EU tenders is applicable to Spanish public procurement.
  2. ADIF project claims. Identify the scope and status of project claims to associates that are being carried out by ADIF’s Construction Department. Request a meeting.
  3. Contract requirements. Analyze whether the scope of the provision of the service in public civil engineering contracts is concrete and measurable and the transfer of risks from the concessionaires to the engineering consultants in the last 5 years. Hold an information day. (Art. 250 m). LCSP).
  4. Budget quantification. Analyze whether the budgetary quantification of personnel includes not only the minimum amounts of the sector agreement but also the rest of the cost; social, business,…
  5. European funds. Analysis of the distribution of European funds and application to engineering contracts.

The Civil Commission maintains an active participation within the Infrastructure and Urban Planning Commission, and the public procurement working group, addressing and defending issues that are of maximum interest to the sector.

Goals

Among the main objectives of the Commission are:

Represent the associated companies before public or private, national and international organizations, entities and institutions in matters of interest to them.
Promote the image of the Spanish engineering sector at a national and international level, publicizing the relevance and significance of its activity and professional excellence.
Establishment of collaboration agreements with institutions to achieve their actions.
Promote the use of hiring criteria where quality prevails, with special vigilance for the correct application of the LCSP.

Organization of professional and business training activities of a technical nature, highly specialized for the Engineering sector: BIM, LCSP, PPP, Compliance, Financing, Taxation.
Official FIDIC courses. Since 2010 we have taught three annual editions of the only FIDIC-accredited diploma courses, training more than 100 professionals per year; Associates have special conditions for taking courses.
Free training information channel and active search service for current courses on topics of interest with special agreements and discounts for members.
Co-presidency of the Sectoral Joint Commission of Engineering Companies and Technical Studies Offices of the Foundation for Employment Training (FUNDAE), developing functions of mediation, analysis, information and proposal of the sectoral training offer.
Technical advisory service for the management of training scheduled by companies (subsidized) at no cost for members.
Business representation in the General Council of the State Public Employment Service (SEPE) developing functions of information, approval, monitoring and proposal of SEPE’s participation in the Annual Work Program of the National Employment System.

Among the main objectives of the Committee stands out:

Support for international activity: Provide support in matters related to the development of the international activity of companies, such as financial aid, taxation, mobility or integrity management.
Lobby to promote particular interests of the sector in the international arena: develop actions around access to international funds for development through the Secretary of State for Trade, CEOE and accredited Spanish institutions.
